MOQ, lead times and freight: what actually sets the date your cards arrive

Production is rarely the long pole. Approvals, chip supply and the shipping decision are. How to plan an order backwards from the date you need it.

Ask a buyer how long a card order takes and they will quote a production time. Ask them why the last one arrived late and the answer is almost never production.

It is the week the artwork sat waiting for a brand approval nobody had been asked for. It is the chip that had a longer lead time than the cards. It is the decision between air and sea that was made by default because nobody costed it, or the customs entry that needed a document the freight forwarder had assumed somebody else was sending.

This guide works backwards from the date you need cards on site, through the stages that actually consume time, and through the shipping decision that most often gets made badly.

01. Minimum order quantity, and what sets it

MOQ frustrates buyers because it looks arbitrary. It is not. It is the point at which the fixed costs of a job stop dominating the price per unit.

Three things create it.

Print setup. Plates and make-ready in offset are paid once regardless of run length. Below a certain quantity they are most of the cost of the job.

Material and chip supply. Card body material and, where relevant, chip inlays are bought in defined quantities. A run that uses part of a reel still consumes the reel.

Changeover time. Setting a line up for a specific specification takes the same time whether it produces two thousand cards or forty thousand.

The practical consequence is that MOQ varies by specification, not by supplier policy. A plain white PVC card and a wood card with a specific chip and a screen-printed spot colour do not have the same minimum, and a supplier quoting a single number for everything is simplifying.

The useful question is not "what is your MOQ" but "where are your price breaks for this specification". That gives you a curve rather than a wall, and it usually reveals that a modest increase in quantity buys a disproportionate reduction in unit price.

Ask for the break points, not the minimum.

The minimum tells you whether an order is possible. The break points tell you what it should cost, and they frequently show that the quantity you were about to order sits just below a step.

02. The stages that consume time

A card order moves through a sequence, and each stage has a duration and an owner. Delays cluster in the ones owned by the buyer.

Specification and quotation

Fast when the specification is complete. Slow when it is not, and it usually is not. Missing chip confirmation, undecided finish, or an unresolved question about later personalisation each add a round trip.

Artwork and proofing

The stage that most often overruns, and almost always for the same reason: approval. The production of a proof takes little time. Getting three stakeholders to sign it off takes as long as their calendars allow. Build this into the plan explicitly rather than treating it as instantaneous.

Component supply

Where a chip is involved, its availability governs the whole job. Chip lead times move with the semiconductor market and are outside the card manufacturer's control. A specification that names an unusual chip can add weeks that no amount of production capacity will recover.

Production

The part everyone plans for, and rarely the part that fails. Printing, lamination, punching, encoding and inspection each take a defined time and run on a schedule.

Inspection and packing

Short, and worth protecting. This is the stage that gets compressed when everything before it has overrun, and it is the stage whose compression produces the problems that arrive on the pallet.

Freight and customs

Covered below, and routinely underestimated by more than any other stage.

03. Why the first order is slower than the ones after it

A repeat order into an established specification moves faster than a new one, and the difference is larger than most buyers expect.

The first order establishes the specification, produces the artwork files, sets up the dieline, confirms the chip, agrees the packing and creates the reference sample. None of that has to be repeated. A reorder that genuinely changes nothing skips most of the front half of the process.

This is why the phrase "the same as last time" is worth protecting. Every change, however small, reopens a stage. A new logo variant reopens artwork. A different thickness reopens material. A chip substitution reopens everything.

It is also why the reference sample matters commercially and not just technically. A retained, labelled sample from the last accepted batch is the fastest way to define "the same as last time" in terms that cannot be misread.

04. The shipping decision

For anything produced at distance, freight is a real fraction of both the cost and the calendar, and the choice is usually made worse by being made late.

Sea

The default for volume. Slow, measured in weeks rather than days, and by a wide margin the cheapest per unit for anything heavy or bulky. Cards are dense, so a large order is a heavy order.

Air

Fast, measured in days, and expensive in a way that scales directly with weight. For a small quantity the premium can be trivial. For a full order it can approach the value of the goods.

The split shipment

The option that gets forgotten, and often the right answer. A partial quantity by air to cover immediate need, with the balance following by sea.

The arithmetic is usually favourable. Air freight on a fraction of the order costs a fraction of air freight on all of it, while removing the entire operational risk of running out. A property that needs cards on Friday does not need all of them on Friday. It needs enough of them.

Ship to the date you need them, not to the date they are finished.

Splitting a shipment costs more per card on the portion that flies and nothing at all on the portion that sails. Compare that against the cost of a front desk with no cards, and the comparison is rarely close.

Customs

The stage most likely to produce an unpleasant surprise, and almost always a documentation problem rather than a duty problem. Commodity codes, commercial invoice detail and any product-specific declarations need to be correct at despatch, not corrected on arrival. Agree who is responsible for what before the goods move.

05. Incoterms, briefly and usefully

Incoterms define where responsibility and cost transfer between seller and buyer. Three come up constantly.

EXW, ex works, means the goods are available at the supplier's premises and everything after that is yours: collection, export, freight, import and delivery. The unit price looks lowest and the total cost is not.

FOB means the supplier handles export and loading at the named port, and you take it from there. Common, and reasonably balanced for a buyer with a freight forwarder.

DAP, delivered at place, means the supplier delivers to your named address, with import duties and taxes remaining your responsibility unless otherwise agreed. Simplest to manage, and the quoted price contains the most.

None of these is correct in the abstract. The error is comparing an EXW price from one supplier against a DAP price from another and concluding that one is cheaper.

The arithmetic is trivial. The discipline is using how long approvals actually take rather than how long they should.

Take the date you need them. Subtract customs clearance and inland delivery. Subtract freight transit for the mode you have chosen. Subtract inspection and packing. Subtract production. Subtract component lead time if a chip is involved. Subtract artwork approval, using how long approvals actually take at your organisation rather than how long they should take. Subtract specification and quotation.

The date you arrive at is when the process has to start. If it is in the past, the decision is not to hope, it is to change the shipping mode, reduce the first tranche, or simplify the specification.

07. Buffer stock, and the number worth calculating

Most properties hold too little stock of a consumable they cannot operate without, because the cost of holding it is visible and the cost of running out is not.

The calculation is straightforward. Take your consumption rate per month, including replacements for damaged and unreturned cards, not just new arrivals. Multiply by the full replenishment time you calculated above, including approvals and freight. Add a margin for seasonality, because a resort in August does not consume at its February rate.

That figure is the point at which reordering is no longer optional. It is usually higher than the number currently in the drawer.

For a reseller supplying multiple sites, the same calculation applies per site, and the aggregate is what determines whether consolidating orders across sites into a single production run is worth the coordination. It frequently is, because it moves several small quantities past a price break together.

08. What to ask before you accept a quotation

A quotation that can be compared against another one contains more than a price. Before accepting, establish these in writing.

The price breaks, not just the price at the quantity you asked for. You will frequently find that the next step up costs less per card by enough to matter.

What incoterm the price is quoted on, because an EXW price and a DAP price are not comparable numbers and comparing them is the most common costing error in this category.

The production time, stated from a defined starting point. "Fourteen days" means nothing until you know whether the clock starts at order, at artwork approval, or at receipt of the chip.

Who owns each stage, particularly artwork approval, export documentation and customs entry. Most delays live in a gap between two parties who each assumed the other had it.

Whether the delivery will carry a single chip revision throughout, where a chip is involved. This is the specific commitment that prevents the "works on some doors" failure.

What happens to the tooling and artwork after the job. If dielines, plates and files are retained, the next order is faster and cheaper. If they are not, you are paying setup again.

Whether the quantity can be produced in one run and shipped in tranches, which is the mechanism that lets you hold less stock without paying setup twice.

An incomplete specification and an undefined approval path are the two most reliable predictors of a date that slips, and both are settled before anything is manufactured.

09. Frequently asked questions

Why is the second order cheaper?

Because the setup is done. Plates, artwork, dieline and specification exist, and a genuine repeat consumes none of that work again.

Can we hold artwork open and order against it during the year?

Yes, and it is the sensible pattern for a predictable consumption. Agree the specification once, then place scheduled call-offs against it.

What is the most common cause of a late delivery?

Internal approval of artwork, followed by an incomplete specification at quotation stage. Both sit on the buyer's side of the line, which is good news, because both are fixable without anyone's cooperation but your own.

Should we always ship by sea to save money?

Not always. Compare the freight saving against the operational cost of the extra weeks, and consider splitting the shipment. For the portion you genuinely need early, air is often cheaper than the alternative once the cost of running out is counted honestly.
